The rent freeze is specifically for rent-stabilized apartments, which has been done in NYC several times already, not every apartment in the city. The affordable housing point is in large part about cutting through red tape (as you alluded to) that delays a lot of approved projects. he is going to freeze rent. which completely disincentivizes any new housing to get built. in a place like New York developers plan out their ROIs over a fairly long period. being stuck with the same rent is going to make it very difficult.
he claims his next act will be increasing the amount of housing available. who is he going to get to do that? And where. I don't know if you know this, but New York doesn't have a lot of available space. they aren't going to tear down the more expensive real estate to build cheap stuff, they are going to have to tear down cheap stuff to build more cheap stuff. that is still a very long and expensive process. especially if it is all/majority publically funded. that means every single step is going to be open to the public to weigh in.
so he is going to freeze some of the city's income by capping rent, and he is going to need to spend more money to get anything new built. he is going to have to cut a metric buttload of red tape to get anywhere close to that.
its far more likely he will try on both things, fail, but still raise even more debt. while probably making the housing situation worse.
