Don't think so. But hey he can prove me wrong in 2 years at the combine by running faster than 4.45. To me that's the cut-off between good speed and great speed. 4.45-4.50 is good for an elite WR. Sub 4.45 is great speed for an elite WR. I'll be surprised if he runs faster than 4.50 personally.
