the soviets were still paying back the WW2 Lend Lease into the 70s, with the last little bit being forgiven when they made a final lump sum payment for less than the total.

Patriot or other anti-aircraft systems are not going to provide air superiority and Ukraine will need absolute air superiority to drive the Russians back. They will need to have the capability to strike any Russian position and movement quickly, disrupt the supply lines and kill communications. Until Ukraine can do that no amount of AA systems is winning this war.
