Best way to get people to accept something is to sell it with sound, logical reasons. Forcing it doesn't work; after the first debacle, the CDC (and the rest of the government for that matter) will never convince anyone of anything. You'd be hard pressed to get most people to even accept that the CDC had a clue about any disease, transmission, or mitigation.
