Replace the breaker first. Make sure power is off first.

Run an extension cord from ur neighbors find a Halloween eccentric one blends in..they never will notice

Replace the breaker first. Make sure power is off first.

Could also be the capacitor. Don't mess with it unless you are pretty comfortable with electrical. It can light you up if not discharged.
