Much of the Russian nuclear infrastructure and development was in Ukraine. So I think it’s a bit of a red herring to assume they wouldn’t be able to make use of those resources. The day after the end of the USSR Ukraine had the third largest nuclear Arsenal in the world. And they had the science and infrastructure to support it.They probably never had missile launch codes though and free falls were taken out I would think.

Just possession of the weapons and the science to support them is a deterrent. Had we minded our damn business in 1994 this current situation likely doesn’t exist.ICBM's have a minimum range though.
I get it...they had them...but it was not simple and would require a lot of money to repurpose on to some other platform, if even available, in which IRBM's do not seem to exist
