If a guy swings and the catcher just decides not to catch it? A guy on base can run because it’s a live ball, but batter can’t? I don’t think you can call it dead for the batter but live for a runner.

Because a batter still has more strikes to work with. I just don’t think you reward poor fundamentals regardless if a batter swings.
