That’s true. But I believe they called DPI 4 times on Cowboy DB Anthony Brown, and at least 2 were awful that directly led to points. When the WR sticks his arm out and leaves it on the defender, the defender can counter by holding it off. The last one, even though he didn’t turn his head, he made no contact.
