There probably is a valve under the house but on the other side of the AC ducting - about as useful as being on the moon, and it is possible there is one in the cellar, but I haven't traced the water lines running under the house. Sounds simple, but some water lines were from the well before there was city water. Generally it looks like some of the people my parents had do stuff took the easiest path. The woman who made the comment about the cutoff at the meter works for the water company. I thought what she said was amazing because I've seen time after time people suggesting that you have the tool and know where the water meter is. I've never heard a water company say hands off before - that's one I'll absolutely ignore if there's an emergency.
They want to keep the water running and the system charged.

If it's an old janky system, and high pressure, I wonder if the water-hammer and some other on/off pressure issues may be worse. She may not wanting you messing just incase there is a problem at the shut off it's on them to fix. But it's more likely so they can do what they want. Some jurisdictions require you to be hooked up, at all times, to all their utility systems, even if you dont need it.

It's a scam, and government knowing what's best for you bs.

The information package I got when I changed the service over to me included a page saying the meter box is for the utility only and state law forbids tampering with it and other utility property. It goes on to say all homes should have main shutoff valves, family members should know where it is, and it should be exercised yearly. That part is a good recommendation. To some extent I also see their point of concern about wear and tear on the valve at the meter - which definitely is theirs to maintain. I'm betting all this somehow fits in with notices that started coming out within the last couple of years about insurance for lines in your yard - that utilities managed a couple of bills through legislatures that gave them protections and limited liability. I'd also bet that the initiator was the natural gas utilities doing some serious CYA - apparently some of the fittings they planted around neighborhoods have a longevity problem. Our neighbor's drive and lawn was dug up, and gas fittings replaced - the grass had died beside the drive where the leak was - probably a tee that fed a line under the street to our house. That was at the Chattanooga house.

Actually it was the guy's son. I think the dad ended up getting away with just probation.
 

And 99% of the time that question comes up after:

A. A hard days work the day before (or multiple times a couple of days after)
B. A hard night of drinking
C. Immediately after seeing some young cat do something incredibly dumb and you want to prove how "young" you are by showing them "how we did it in our day"
