They want to keep the water running and the system charged.There probably is a valve under the house but on the other side of the AC ducting - about as useful as being on the moon, and it is possible there is one in the cellar, but I haven't traced the water lines running under the house. Sounds simple, but some water lines were from the well before there was city water. Generally it looks like some of the people my parents had do stuff took the easiest path. The woman who made the comment about the cutoff at the meter works for the water company. I thought what she said was amazing because I've seen time after time people suggesting that you have the tool and know where the water meter is. I've never heard a water company say hands off before - that's one I'll absolutely ignore if there's an emergency.
If it's an old janky system, and high pressure, I wonder if the water-hammer and some other on/off pressure issues may be worse. She may not wanting you messing just incase there is a problem at the shut off it's on them to fix. But it's more likely so they can do what they want. Some jurisdictions require you to be hooked up, at all times, to all their utility systems, even if you dont need it.
It's a scam, and government knowing what's best for you bs.
