I don't either. This sounds like a test case to me. ATF has a friendly administration and DOJ so they're going to push the boundaries until a court stops them. Bad thing is that they'll ruin a lot of lives testing how far they can go.

I haven't gone through everything proposed but I'm not sure I see how true "universal" backgrounds checks could be implemented without it basically requiring a registry.

There’s so much dumb in what Schumer is saying. He essentially says they passed a bill in 1994 without knowing what was in it. There’s no “loopholes” only what you voted for. The fact he points out the 3 day rule only shows how inept the government he represents can be. I’ve personally never heard of any business abiding by it and only complete the transaction when the background check comes back with “proceed”. He also brings up internet sales. You don’t order a gun online and have it shipped to your door. It goes to a licensed dealer where you have to pay additional for them to facilitate the background check. Nothing they propose will stop criminals from doing what they do.
