Yes, everybody in the military is given in depth training with firearms. I knew a number of people in the military that I wouldn't trust to handle a firearm competently.
A lot of the people that join the Navy/AF have never fired a gun and have no interest. They just want a job.
 
Would Mark Kelly have any reason to advocate for stricter gun laws?
None of the gun laws he's advocating for would have prevented the shooting of his wife. The guy passed a background check and was not making overt threats to gin up a red flag case. They tried to cry about hi cap mags but she was the first person shot so that's irrelevant to his "reason".
