No it comes down to taxes for the purpose to restrict an individual from being able to use their right even though they have it . Same as voting . Allowing the government to tax your vote would stop most people from voting , put taxes on and attempting to raise or add more will do the same for product . You can give me a shovel for free but if the government is going to tax me oh let say $200 for having that shovel .. you can keep it .

Challenged? Haha. I happen to work for an agency that depends on tax revenues and in fact have seen our revenues decrease due to a tax cut.
