You do know what disproportionately means right? It means since 73% of the population is white then 73% of the police killings should be white and only 13% should be African Americans. That's not the case as your graph shows.
Unless there's some kind of federal law requiring an exact per capita police to civilian ratio held equally to each police departments across America, then that's inaccurate. Even if it weren't innacurate, it's an extreme over simplification.
That article doesn't prove or disprove anything.
The Globe didn't run that as a News article. They categorized it under their paper's Idea-subcategory, which is one of 3 sub categories under their Opinion-category. The entire piece was a speculation that relied on allot of suppositional conjecture.

Now to give a little credit where credit's due; This could absolutely prove to be a fantastic and eye opening (for both sides) peer reviewed study if a honest academic effort was put into answering for all the hypothetical
"Could" contingencies the article's author used.
I would caveat that a true discernment of racist influence upon a police department's ethnicity targeting should not be able to quantify a predominantly black city leaderships police policy, implemented by a predominantly black police force, to a predominantly black citizenship; as data supporting White on Black racism under the Simpson Paradox.
Example;
Memphis's has had a black Mayor and predominant black city council for the better part of 30 years now. The police department is presently 65% black and has been majority black for at least the past 15 years. The Memphis PD didn't even acknowledge a gang problem until about 20 years ago. I believe our PD's gang unit is only 10-15 years old.
As the author of the Globe article puts it, all the MPD Gang Unit's non arrest interactions with black gang members(or suspected) are undocumented incidents of police targeting blacks under the "targeting blacks" systematic racism colloqualism.
It might require 5K+ phd accredited academics, 10,000 hours of research each...... but it's obviously allot more inter connected & nuanced an issue than the "Racist"/"No It's Not" autistic slapfight we reduce it to online
