I doubt that he broke their TOS . In fact their TOS actually allows what Trump Jr posted even if you believe the drug is dangerous:

So tell me, what term of service did he violate?
Only speculating as to Twitter response being related to the insistence that wearing a mask isn't helpful, which runs counter to public health recommendations.
So, if Twitter believes the risk, due to the high-profile status of Don Jr., worth taking action, per their TOS, it is their prerogative.
