I understand what you’re saying here and no there isn’t any evidence that the rate of underreporting negative tests changed. Like way too many things related to this virus, we just don’t know. About the only thing we do know is we don’t know the true impact due to shenanigans all the way around. Trump certainly hasn’t done everything correctly, no POTUS would in his shoes, and he certainly can share in some blame for things that haven’t gone as well as they could have but it isn’t just Trump. Local and state leaders share in that as well.

On a side note, I'm a big fan of people not wearing masks in retail settings - it's as obvious as a red hat what they're 'about'. I try to make a game of trying to distinguish the mindless idiots from the trumpers when I see people not wearing a mask at Publix. Thus far, there doesn't appear to be any mutual exclusivity.

In Knoxville they closed schools for about a week probably about a month before the virus shutdown. The Spring semester was already off to a terrible start before the virus. Kids went about 5 straight weeks without putting in a full week and then the virus hit. They basically didn’t have a Spring semester at all in Knox County.
