Both should have the expectation that they can dress as they want without physical threat. Why do we need to change all police departments when this is a rare occurrence? That's what I do not understand. What is it that people want? No arrests of ethnic minorities? Special zones where groups can have their own law, like the areas of London where (allegedly) people can apply Islamic law instead of British law? We already have every kind of cultural awareness and sensitivity training you can imagine. Any sizable department is going to have programs to facilitate hiring minority officers, whether it's a tiebreaker preference or a strait-up quota. Pretty much every large city and many smaller ones have a citizen review board. It seems to me that trying to root out every police officer who would abuse his or her authority is about as likely to be successful as trying to root out every serial killer. There's just going to be a few out there who manage to fly under the radar until whatever it is that triggers them happens. Realistically, there is very little else that we can do beyond what has been done. If someone has new, realistic solutions, I'll listen but so far I have not heard any.
