I think that's exactly what happened. He realized that for all his optimism, he was about to be boxed in politically as Nero fiddling while the country burned down. I've said it over and over - there's just no blueprint for this and we've seen world leaders of every persuasion struggle to get a handle on this. Well I can't argue that. I guess he could've put a team together of 3 for closing and 3 for not and let them meet in the middle.the outrage from being right? He started out fine and then cowered when given the chance to lead. He needed to get input from more than just 2 people and then make an educated decision.
