It isn't simply a domestic issue, *global* export demand has also crashed. There was no problem until world governments shuttered economies; no one was dumping milk til now.

No, all the overhead hasn't occurred. You can't put a gag order on cows' udders; the same milk is produced and has to be harvested every day. If there's no place for it to go, you don't throw good money after bad by processing it.

Grossly insipid answer. There's never a 100-year novel viral outbreak waiting to attack us, until it actually does. So, either everyone is constantly prepared for 100-year events, or they aren't, which is why no one ever is. I mean, hell, if 100 year novel viruses announced themselves courteously, we'd always be ramped up, eh?

Cuomo was told specifically in a review of NYS' ventilator stock in the event of exactly such a pandemic as the 1918 Spanish Flu, that he'd be 16K short. Do you know why that report wasn't addressed to the president or U.S. Congress? Because it ain't their job to do states' emergency preparedness.

The vents would've been less than 0.5% of NYS annual budget. In effect, Cuomo and the state house of NY put a price tag on those human lives - $0. In fairness, Cuomo may not have done much different than most governors, but it was HIS decision to do nothing.

It depends on what that 'education' is. When you are broken down on the side of the road in the middle of nowhere, that high school dropout that can come get your car running has a far more valuable 'education' than ANY Harvard MBA. And before any of you elitists poo poo that example, that is exactly what is wrong with America right now. Not enough plumbers, mechanics or welders to name a few. But we have all the PhD coffee pourers we need. A VoTech certificate is nowhere near as sexy as that MBA, and that is really unfortunate.

"Global export demand" for Milk? We don't ship milk all over the world. Think Canada, Mexico, NAFTA and the trade war. The Canadians are probably poring out milk too.

I've already stated Canada is dumping milk. We exported $6B in dairy products last year. Mexico, Southeast Asia, Canada, China and South America were 2/3rds of that trade.
