Private sales between individuals are outside of commerce and cannot be regulated. And it’s still unlawful to transfer a firearm to a felon.Again it is already against the law to buy a firearm at a gun show or online without a FFL. Private sales between individuals are impossible to ever regulate period. There is nothing to preemptively stop that.
