Going by net federal dollars? Those 3 states are a bit mixed. Only 10 states put in more than they get back:
#50 Connecticut
New Jersey
Mass
NY
ND
Illinois
NH
Washington
Nebraska
#41 Colorado

Next is #40 California at basically breakeven (+$12/resident).

Oregon is halfway down at #24 (+2,400/resident).

And somehow #1 is the prosperous state of Virginia. They get back 10k+ more per resident in federal benefits than they put in. How did that happen? 😂

California and Washington both have budget problems. California's issues particularly may get worse as its middle-class, which makes up a significant tax-paying base, continues to flee the state in huge numbers.

Only 10 states can the money pay their bills; TN is one of those 10

TN ranks 7th in short term stability, but #1 in long term stability.
