There is a limit on NLIs and financial aid agreements that is separate from the limit on initial counters.

Oh, Zachary Evans ... just when I think I have the pulse of the recruitment, another development happens to remind me it’s unpredictable. On Sunday night I thought Evans would end up at Tennessee where he just wrapped up his official visit or back to Georgia where some sources said Evans was still leaning despite being released from his letter-of-intent earlier this month. Maybe that intel is fine and good but it seems Evans could also take his last official visit of the process this coming weekend to Southern Cal.
Here is what we know for sure at this point: Evans took officials to LSU and Texas A&M during the fall and returned to the Aggies campus the Sunday before the Early Signing Period where he chose Georgia without ever taking an official. Evans was supposed to announce for the Bulldogs at the Under Armour game but postponed it and was ultimately released from his LOI. Ole Miss got the first official after the dead period and then Tennessee this weekend. I can’t make a pick. My 247Sports Crystal Ball remains foggy for the Houston (Texas) North Shore back who can’t even sign on NSD because you’re only allowed one LOI, which means this saga could continue until Evans just walks on the campus of the school of his choosing in the summer. If he shows up in Athens this weekend instead of USC, that will be my 247Sports Crystal Ball forecast.
Tennessee definitely showed well and gave him something to think about. Will he visit UGA this weekend? We will see but as of now it wouldn’t shock me to see him trip somewhere else outside the conference. Ole Miss is still a factor for Evans in my mind.
So to recap the Vols are in the mix but this one probably has a turn or two left in it.

Agreed.We don't have bags of cash? I agree with others that this recruitment is going until June, so no need to slash your wrists over a VQ interview. I just find it weird if we are in fact being outbid. We have as much money as anybody. We have Fulmer back in charge. If we lose out on Evans, it should not be because we couldn't keep pace financially.

Also API could tell you that I like TN's chances, but I don't want to build a narrative that could be used against me if he goes elsewhere. I think the news out of my post is, I think he may not go to UGA this weekend. Apparently you don't value that part of the post the same way I do. I think the Vols have a real shot here, but don't see it as being done.

Yes, proposal 42 would do away with the 25 limit, in a sense. Would still be a 2-year rolling 50 limit. Up to 30 in each individual year.No argument from me. They just have to show something for their work (or lack thereof?)
I will say they are looking at doing away with the 25 rule. They will have to do something with early departures, portal departures, etc. Either don’t count transfers against the 25 or give a spot back for each portal transfer.
