I guess there are two schools of thought to this.
#1. There is a hard cap of 13 scholarships, and Bailey is taking the place of an existing member of the team and not a 2020 freshman because everything in this scenario is viewed as a 1 to 1 relationship.
#2. There is a soft cap of 13 scholarships, and even if you believe that Bailey is taking the spot of an existing member of the team who won’t return for the 2020-21 season and we will oversign in the fall for the 2020 class, that oversigned spot could still have gone to an additional 2020 freshman. In that sense, it seems like Bailey took the spot of a 2020 freshman.
Scenario #2 seems to revolve around the idea that one believes the staff would only choose to oversign for a sit-out transfer, not an additional 2020 freshman.
