No, it just depends on how you define "hate crime". As it goes now, liberal violence in support of a political position doesn't rise to the level of hate crimes ... per libs. Burned out businesses, cop cars, cop shootings, etc just don't rise to the level of a good ole self inflicted mugging to prove that (virtual) lynchings by old white guys are still common.
 
It's going to be a lot higher than 35. Not saying 50s but it will be in the high 40s.

1. Incumbents always do well
2. Economy is doing ok/good
3. He survived the Mueller report. May not have come out clean but in the eyes of many they will see more of the lies against trump and be more willing to forgive Trump. Just because of the reaction to 2 years of bs.
4. Part of number 1 but incumbents can typically go off the deep in on their side, or go more moderate. I think trump is more moderate/left than he let's on. So I could see him coming out on some different things from 2016. Which could swing a good number of people.
5. Reaction to the Dems. They still dont have a real message, and are trying to out crazy each other to find one. The flip flopping wont sit well

Considering how strong the economy is, his approval ratings should be in the 54-57% range (where Obama was when he left office). Trump is showing a low ceiling because of his personality and character. He has made no attempts to expand his base. Everything is a partisan fight.

if Trump was handled by the media like Obama was I'm sure his ratings would be close to that.
