While there has been some pretty over the top estimations of Hurd's physical ability (one not-to-be-named-individual in particular) it's pretty clear that for his size he's not without talent. He's clearly nothing close to "special" however. By my quick estimation going back to the '16 combine there have been 7 WR that were between 6'3" and 6'6" and between 225 and 235lbs. Of that group Hurd's numbers would be next to last in the 40, next to last in the vertical and 4th in the broad jump.
Think about what you just said. There are only 6 other WRs to compare him to over the past few years.
Just to throw it out there of the 21 TE's in this year's combine Hurd's 6-4.5 is pretty much right in the middle but his weight is 12lb shy of the lightest guy on the list and 24lb off the average. (252)
