Nobody ever instigated a sexual relationship between adults. It was the lie told under oath that was investigated.

I haven't forgotten that. It just wasn't illegal; nor did it in any way pertain to what Ken Starr had been tasked to investigate. He expanded his scope because the American people either didn't understand the Whitewater scandal or simply didn't care about it. It wasn't making much press or damaging Clinton politically.

Starr was closing up shop when asked to look into it by Reno because of allegations coming from the Paula Jones suit. She thought it would be a quick and easy way to put the allegations to bed. It backfired.

Yes indeed there are means for romance in the workplace. It also requires disclosure and separation of reporting chain. A quickie in the Oval Office with an intern doesnt fit the bill.
