There is no "complexity" here, just stupidity, on both sides. Let me try to connect the dots for you...
If there is no Parkland shooting, this "face-off" never happens. Delta gets their tax break, and the NRA discount continues as it has for years. Non-event.
Parkland. Now, the left and their massive band of useful idiots are targeting anything and everything that has to do with guns, the NRA, the 2A, etc. So one of the PR / CEO wonks over at Delta decides to pull back on the NRA discount so as to not end up in what is becoming a very wide-ranging set of crosshairs for the left and MSM.
Georgia politicians are no different than anywhere else (except maybe California). They know to never let an opportunity to capture votes slip past. Georgia has swung over to the conservative side in the last few election cycles. If it's Liberals -vs- the NRA, GA leans NRA. So Cagle thumps his chest and finds a microphone (hint: guess who's running for Governor next time around?).
Prediction: Delta will get their tax break (one way or another), and the NRA will do just fine without a discount. Delta will likely lose a few flyers in the short-term, but this too will eventually pass. Folks these days have about a two-week attention span.
