Unfortunately you can't have inexpensive living and not expect outsiders not to move in. Everyone wants to live the small town, slow pace life style but want to keep others out.
When I lived in the northeast I never met anyone who had plans to retire and move to the south. I didn't understand it, I always wondered who people chose to live there. Cost of living was high, taxes were high and the winters were really cold.
Just for fun google our most impoverished states and tell me how long they have been in Republican hands.
