No it's their parents fault and giving their parents food or money isn't going to feed the kid. If the parent(s) was concerned about feeding their kid it would be fed.

If they won't feed their kids then yes the kids should be taken to a place where they can be cared for. If they can't feed their kids, it's a very sticky situation, don't want to take the kids away, don't want to help deadbeat parents with government money, but don't want the kids to go hungry.
