While working under JSOC, I have boarded plenty of vessels from other CoO. Never a military vessel, but the same protocol exist for any vessel in our waters from another CoO.

I would expect our Navy to board any ship inside our territorial waters and think most other nations feel the same....especially being an enemy.

We have held sanctions and restrictions against Iran for many years. I don't blame them a bit...
