By that article posted above it states he just has to be admitted to the university. Not sure he has to sign anything, other than his application to the college.

That's the point I was making. There is a difference in signing FAA papers and being accepted. That's what I was trying to figure out. I haven't seen this before and judging by the responses, no one else has either. This is something new, different than signing FAA papers.
