Yes they do. Same rules apply to the entire NCAA now. Once the SEC adopted them, so did everyone else. Some conferences take it a step further though(B1G stops teams from signing any number above 85, etc)

Exactly... and important to note it's a "rolling backcount" as well... so it isn't quite as simple as just looking at the previous year. Next year, a hard limit of 28 goes into effect with the entire NCAA on top of the existing rule. So, all "available scholarships" not used this year will...

Mackenro is very comparable to Denzel Nkemdiche coming out IMO... A S/LB tweener that is rumored to have some grade troubles(no idea if true). He has potential to be very good coming off a couple years in a college weight training program IMO. Excellent football instincts and closing speed...
