Why does number of moves matter?
It matters a lot, As a main eventer you have to be able to work a match and tell a story in the ring as your match is the main attraction. If it was the 1980's he would fine but now it is hard to that with just 2 or 3 moves. If he's in a match longer than 10 minutes he will more than likely get you can't wrestle chants.
The first half of your answer is dead on. Reigns would be stuck in the Indies if this were the '80s. He made it here solely in "The Look". No one cared about that in the '80s.
also, it's sad that clean main event finishes are a memory just like the actual pro wrestling that happened in the '80s.

My first choice would be Daniel Bryan but unless they have been leading us on with the complications of his recovery and hes an surprise entrant thats gonna happen. So i'm going with Dolph Ziggler. He's over and has paid his dues, he is also one of the best workers and performers in the WWE. Plus i just like the whole David vs Goliath thing.
I wonder if they have a back up plan in case the guy booked to win is accidentally eliminated? For example: Lets say Romen Reigns is scheduled to win and he enters number 15 and lets say he goes over before the 25th entrant comes out, what do they do then?

Dolph got a promo! And it was pretty good! And perhaps they are creating a Ziggler - Rollins feud. I like it.
Reigns can't carry Brock, Brock can't carry Reigns. Match would be horrifically boring.
Already mentioned why the Cesaro/Rusev feud makes absolutely no sense, who is the heel in Barrett vs Ziggler? The crowd loves both too much to let either of them work a heel. Bad News would have to go away for Barrett to get to work as a heel again. Orton/Lesnar has potential and Cena/Bryan makes no sense whatsoever from a business standpoint.
