Only thing I can figure out there is that they were granted an exemption for a year or two after joining before they would be forced to comply.

they can back count from the last year and will have 8-12 EE. Their only problem will be the 85 cap. Going to need about 6-8 to leave the program. It's risky and they are going to have small classes for the next 2-3 years unless large amount of attrition happens. JMO but you get the guys now then worry about numbers.
