That would have been called a pick on a receiver had he tried to throw.

But he didn’t try to throw so it’s not a penalty. And it wasn’t a crack back block so it took a running TD off the board.
Plus the pick is a 5 yard penalty and the CBB is 15.
A total screw job by the refs that’s happening too often now
