From what I saw recorded and reviewed, the UConn player did transition from guarding one Iowa player to stepping into another running by. It is matter of perception as to the UConn player being late to set up her block or failing to set up her block and colliding with that other. An official called it foul. It wasn’t cleanly done. Thems the breaks.
