DoubleA, if you look at the roster (Official Football Roster - University of Tennessee Official Athletic Site), you will find that, for example, every number between 1 and 12 is assigned to both an offensive and defensive player. That practice is followed less consistently for numbers 13-51 and, from 52-97, only one player is assigned to a particular number. For whatever reason, extremely low numbers are very popular right now.
