Fulmer couldn’t find a coach who wanted the job, hel*, almost every coach said No to UT
No one wanted to coach at UT, or almost no one of substance

If we had a larger checkbook, that would change. Even if we were flush with cash, I'm confident we would still shop in the bargain bin.

Nebraska, but if I remember correctly, during their glory days each county in the state was able under NCAA rules to provide a scholarship that was used for the football team and once that rule was changed it all went downhill rather quickly.
Plus they had the lowest cost of admissions of any land grant institution . That also helped with the walk on program they had.

Tennessee by far has been the most inept.. Nebraska just can't get anyone to sign up to play in a cornfield, they can't juice those guys up on roids anymore i guess.

The big ten is, and has been going down hill for a while. Ohio State has been the only great team since the 90s. Look at what indiana has done by going and signing half the team fron Florida. Mid west states shrinking, the cities are shrinking and the talent isnt as good or plentiful as the south.
The South has seen a huge population increase with the end of yellow fever, Jim crow laws and the tech of affordable A/C. Way more talent in the south now. So those 2 school have issues off the field that texas and Tennessee dont. Texas has been pretty good a few time in the last 20 years. They are not a horrible squad lately. Recruits galore in that state and western states. Part of Tennessee falling has not been in there control. Even Kentucky has been better. Part of it has been Tennessee losing to teams like kentucky.
Then you have Tennessee just not there for the last 20 years. The state touches a bunch of states, but where as before the cherry picked the best kids from those states, Tennessee has become less appealing while in state schools, like clemson in South Carolina, have become the place to go.
Tennessee will always get some kids from Georgia, South carolina and other states but its not the same talent or numbers.
Im going a tie with the 2 big ten schools and Tennessee because they look to struggle recruiting enough great players to be great constantly. If anyone gets a great QB and a good system they will be good foe a couple of years but like the small school they rarely stay great.

Florida State is currently worse off than any of the options, but they also haven't endured it as long, and likely have the quickest path to recovery given location and conference.

I'd take Tennessee's scenario over Nebraska's and it isn't even close. Their only saving grace is that they're in a weak division, but otherwise, there is nothing to like about their future trajectory.

Kind of the same with Michigan. We have a more recent national title, we recruit better, and we're surrounded by way more talent and SEC exposure. Their streak to OSU is similar to ours vs. Florida and Alabama. They already tried buying their title and only achieved mediocrity after 2 total coaching failures. The job just isn't what their fans and the media hype it up to be. Also their stadium is terrible and unimposing.

Texas has a better recruiting base, more money than Tennessee, and plays in the weakest of the Power 5 leagues by a large margin. How they don't at least alternate titles with Oklahoma is a complete mystery. They just got beat down by Iowa State, the league champ, who earlier this season got torched by a Sun Belt team. It wasn't even competitive. They do less with more than any program in the country.

Penn State is having a major off year, but I think it's likely due to COVID, and expect them to bounce back to "almost there" levels next year.

FSU. They’ve literally opted out the entire program this year. They’ve quit. Every team in this list would beat them by 3 TD’s. They’re 40-something in the recruiting rankings at a place where your great grandma can get recruits.

Not because they have the worst win %, but because they're not only down, but down in a very bad place.

Being a Big 12 (Big 8) team in the Big 10 is a pretty bad fit. Every long-time member of the conference thinks of Nebraska as a second rate (or worse) academic institution, on top of being a paper tiger in athletics. They'll never get respect as long as they stay in that conference. Unfortunately for them, the way they left the B12 makes it really hard to go back home. And they simply do not fit anywhere else.

So sure, Tennessee has a lower win % in the past decade, but our path to recovery remains entirely viable. Nebraska has an impossible task just to get to that point, even before they start climbing out.


p.s. A couple of folks have added Florida State to the question. They're more like us or Texas, path to recovery is there if they can find it. Leaving Nebraska at the bottom alone.
