IMO, Rivera is the next best option to throw to besides #21. He was definitely getting open, and he has better hands than ZR from what I've seen. I think Simms was just staring down Da'Rick all day, so he never even saw Rivera.
Simms was deploying him as a decoy - with the hopes that one of the 3 defenders blanketing the wr down the field covering the man Simms was throwing to would slow down a step and glance in the direction of the wide open tight end delaying across the middle.
Strictly used as a decoy. "What's that you say check-down?" Ummm - I'm just gonna wing it as far as I can and hope for the best.

Simms was trying to put his "bray" on and bomb it, however his bombs were intercepted (minus the one amazing catch by neal and one drop in the endzone by the LSU defender) while rivera was wide open multiple times..... such a shame to have simms.

As others stated, MR was on the field...begging for the ball. Aside from having a weaker arm than Tyler, it really frustrates me to see Matt not go through his progressions. The O-line gave him some time yesterday, for the most part.
Running open right down the middle of the field half the time. Someone didn't give Simms the memo than John's defense never covers the TE. Just like old times, except Simms was too inept to do anything about it.
