NCAA has adopted rules from Pro just look at the 3 pointers that started in ABA and filtered down to a trial in Southern Conference and finally adopted by NCAA in 1986, just 1 example.

So what? That is basketball. And how many years did your "one example" take? The ABA was long gone by then.

If it is adopted within 5 years? They are listening. If it takes longer? That is just the game evolving on it's own. College rules makers are resistant to change. And just because the pros do something? That just seems to make them more resistant, until they come to some sort of consensus within their own peer group. Especially in football.
