The first is some stupid ass masking rule. Not really football so I see how you got confused. The second is a base 4-3 defense.
What that means is 4 down linemen and 3 linebackers.

Down lineman start in the down position with at least one hand on the ground. Line backers are as the name implies. Back up for the line.
