I agree it is an attempt at satire. Unfortunately for him, dude doesn't have the writing chops to pull it off.

The key to good satire is to ride that thin border layer where ridiculous humor just brushes against plausible realism, and to stay there through the entire message. This fella bounces up and down between the layers like he's on a pogo stick. Consequently, the average reader can't tell if he's serious or being facetious. That's on the writer, not the reader.

It coulda been so much better--good idea, poorly executed.
