This sounds right to me. If I understand the technology correctly, a chip that could be inserted under the skin wouldn't really do the job because they have a very short readable range (about 15 feet) and require an external power source to communicate. A watch-size wearable would have it's own battery and be able to communicate freely with other devices from as far away as 200 yards or so.
