I feel like I've seen threads about this but I can't get search results to load on my phone, sorry.

Has UT stopped producing highlights synched to the Vol broadcast for football games? If so, anybody know why?

Yes. The people in the video department that used to make highlights and videos for the fans now make video packages that are sent to recruits or at least are geared towards recruits. Started to move in that direction a couple of years ago and now it's fully there.
