Yes. Let me explain it to you at a third grade level which might help
It involves the concept of a “budget”. Biden wanted to SPEND money that had NOT been budgeted by Congress. Trump wants to NOT SPEND the full amount budget by Congress. One is legal and the other is not.

Even simpler to understand…..
If I have a grocery budget of $700 per month and I spend $800, I have done a bad thing. If I spend $600 and save $100, I have done a good thing.
