Keyton was an underrated receiver during his Tennessee career.

I don't think he was underrated, more so than not used to his full capabilities. At the risk of criticizing the coaching staff, they tried to fit him into the Tillman mold. Tillman's strengths were not Keyton's strengths. The Raiders are already using more of his range, and that is why he has made that roster. He only ran three routes in Heupel's offense.
