They set the lines to a point where people on both sides place bets so that they can never lose, nor do they actually cares who wins as they make money either way...

Actually, on average, the Vegas point spread is close to perfect. (If you average all of the winner and losers scores and compare them to the Vegas average of the Vegas spreads, it is uncannily accurate.) That's because people have to put their money where their mouths are. Basically the market is deciding who it believe will win.
