I don't understand why its "too late" to sign the NPO.

I bet the NCAA would happily accept a form in lieu of going thru their own painstaking process. Their limited manpower is what they commonly claim takes so long. They will have to review his transcripts, records of participation, the whole case file from when he was suspended, etc. If getting the signed NPO from USC would alleviate them of having to review his file, then I would be willing to bet they would happily put his file in the cabinet and move on.

If someone could enlighten me, I would greatly appreciate it.
never bet on the NCAA doing what's logical.

This is a case where the NCAA can make an ally or an enemy. Get the issue resolved quickly and the Tennessee administration will be a little less likely to support the coming efforts to break away from the NCAA; dick around and Tennesse will be strongly supporting the breakaway effort. But the NCAA is run by incompetent bureaucrats so it's doubtful they will recognize the opportunity.

Why do we go through this every year? Year after year I see Ohio State and Alabama tranfers declared eligible before fall camp begins, yet UT is always last.

Went through the same crap with Cade Mays, Tiyon Evans, and Aubrey Solomon. Why are we surprised?

The way I understand it is that USC refused to sign the NPO so Tennessee filed with the NCAA to start the waiver process. However, he could still be made eligible right away if USC changes their minds and signs the NPO. I could be wrong.

USC claims to not be impeding Bru's eligibility. In this contemporary age where lies are not just the norm, but even federal level policy, I disbelieve every word spoken unless proven otherwise.

Seems it is in the hands of USC university side, not the athletic department. Lawyers have gotten involved and advised USC to not sign documents. Sounds like the lawyers believe there are potential lawsuits from the young lady and/or McCoy.

Its in the hands of NCAA now.

I really wish that someone could get the national sports media to discuss USC’s lack of NPO form completion or submission and their lame attempt at covering that story up and acting like there was nothing else they could do.

Logical is not what I'm willing to bet on. Taking the easy way out is.
that also falls under what one might think as logical.. also against all NCAA rules.. when have you ever known of the NCAA to take the easy way out? That is one thing that cannot be said about the NCAA they are a masochistic organization. A regular gathering of pain freaks.
