I'll go with drone. There is no scale, there is no real sense of any speed. The motion of the clouds looks really fast to me, so winds must have been pretty high. Or... the recording was sped up. Or completely made up. Any number of explanations.

If you have any real knowledge about how incredibly far away the next potentially habitable planet is, logic tells me that any creature that has the capability to fly those kinds of distances would be interested in nothing we have to offer other than being a midnight snack.
 
This bill was introduced by a member of the gang of 8. The group briefed on the most important matters of intelligence in the United States. You have to wonder why they would waste so much time on such an extensive bill to provide access to information on something that does not exist :)

DISCLOSURE OF RECOVERED TECHNOLOGIES OF UNKNOWN
ORIGIN AND BIOLOGICAL EVIDENCE OF NON-HUMAN
INTELLIGENCE.


(a) Exercise of Eminent Domain.--The Federal Government
shall exercise eminent domain over any and all recovered
technologies of unknown origin and biological evidence of
non-human intelligence that may be controlled by private
persons or entities in the interests of the public good.
(b) Availability to Review Board.--Any and all such
material, should it exist, shall be made available to the
Review Board for personal examination and subsequent
disclosure determination at a location suitable to the
controlling authority of said material and in a timely manner
conducive to the objectives of the Review Board in accordance
with the requirements of this division.
(c) Actions of Review Board.--In carrying out subsection
(b), the Review Board shall consider and render decisions--
(1) whether the material examined constitutes technologies
of unknown origin or biological evidence of non-human
intelligence beyond a reasonable doubt;
