Yep... There's a zone that's basically 4 yards on either side of the ball along the LOS where they can cut and block low from the front or side as long as the defender isn't engaged high by another blocker. Outside of that, it's illegal to block below the waist in the open field - much less from behind or the side.

Then I agree its definitely a violation of the rule as the initial contact was at the lower waist / upper thigh.

Still doesn't look like a malicious "cheap shot" to me as many others appear to view it, but what do I know anyway.
